Federal Law Delivers Changes for Housing and Development in Arkansas
New federal tax law brings changes for housing, OZs, and condos—and opportunities for cities and developers in NWA.

The Urban Land Institute Northwest Arkansas is proud to announce that Gregg Colburn, nationally recognized housing policy expert and author, will deliver a keynote address at the 2025 Place Summit, taking place in Fayetteville Arkansas, November 12–14.
Colburn is an Associate Professor in the College of Built Environments at the University of Washington, specializing in real estate, housing policy, affordability, and homelessness. He is the co-author of Homelessness Is a Housing Problem, a groundbreaking, data-driven examination of the structural causes behind homelessness, offering research-based solutions for equitable housing systems.
With Northwest Arkansas facing mounting housing affordability challenges, Colburn’s keynote will connect national research with local realities, offering fresh insight to policymakers, developers, nonprofit leaders, and community advocates seeking to create more equitable, inclusive places.
